Our launch point falls outside this zone, but our flight path almost certainly includes it. While it only applies to altitudes over FL180 (18,000 feet), I'd say it's extremely likely that we'd fall below this altitude within this zone at some point during the flight. So my reading of this suggests that our planned launch on November 15 is a no-go.
We're exempt from having to get an affirmative ATC clearance for our operations, but this is a blanket ban on flight. Note that it even forbids model aircraft operations!

== FLIGHT ADVISORY - 2008 G20 SUMMIT ==
As a result of the planned 2008 G20 Summit in Washington, DC on November 14th and 15th, 2008, the FAA at the request of the Department of Homeland Security and Department of Defense as part of the airspace security measures will be modifying the Washington Air Defense Identification Zone (ADIZ) and Washington Metropolitan Flight Restricted Zone (FRZ) with additional flight restrictions between the hours of November 14th 1700 to 2200 local time and November 15th 0600 to 1600 local time.
